You must confirm your credit card details and your billing information as well . All restricted accounts have their billing information unconfirmed, meaning that you may no longer send money from your account until you have updated your billing information on file.

So I enter fake data this time and submit, I get this page inquiring for credit card data:

Again I enter fake data, submit and get this page:

This time I'm not redirected to the actual Wells Fargo site but rather to a page at the same scam server.
