That makes it sound like it might be the sort of registrar that wouldn't shut down domains or would at least let spammers transfer them out. However, the terms and conditions do allow it to suspend domains for CAN-SPAM violations. Also, it is in Virginia, home of Verizon, and I wouldn't be surprised if there aren't some tough state anti-spam laws given Verizon's history of taking spammers to court.

They offer a service of submitting applications on behalf of clients to the U.S. Patent and Trademark Office, so that may be all the reference to guarding intellectual property involves.

For these domains owned/operated by registrars, would it be possible for Complainterator to re-word the request?
Say, from "Subject: Removal request: domain.tld" to Subject: Alert: Abuse of nameserver domain.tld"
and of course, also generate a modified body, notifying the registrar that their nameserver is being abused by spammers?
Seems better than completely scrubbing the report...?
I'm sure a fairly compliant registrar wouldn't hesitate to fix the problem and restrict access by the illegal spammed domains/IPs, since providing hosting to criminals could be a deterince, and well, in the case of US-based hosts/registrars, likely a violation of many laws (CAN-SPAM included, since they are allowing spam domains, used in unsolicited spam e-mail, to resolve).

1. spammed site - gets report
2. a. spammed site name server = spammer's - gets NS report
2. b. spammed site name server = registrar's - no NS report
You suggest the registrar receive a report in 2.b.?

I am not sure about whether registrars would want to go to that level. Nor how many would have the tools to address it. It would be nice to have their feedback on such a change before implementing it.
