It's July the 9th, trying to reinstall, and still have the same problem. I'd rather not reduce my security level to Medium, so I take it there is not currently a workaround on this? I should just forego this critical update?

Disabling this service can speed up Internet access substantially if you have a large hosts file (e.g. MVPS hosts file). You can get more information here: http://www.mvps.org/winhelp2002/hosts.htm . It talks about the DNS Client service about halfway down the page. Look for "Editors Note".
Note: In my case, I made the startup type "Manual" instead of "Disabled" just in case but I have never seen it running since I did that.

As soon as it requested that I agree to a lengthy license (in a small box requiring much scrolling), I assumed that it was asking me to allow even more intrusion by MS so I immediately declined and have turned off notifications for MSRT updates. I already have good anti-virus and anti-malware programs - (hopefully) I do not need more from Microsoft.

Jeez, I wish I had found this site sooner. I spent umpteen hours trying LAN fixes, registry scans, hard restarts and more before I finally did sequential GoBack reboots until I got it working again. I've turned off Automatic Updates but confess that I don't understand how to do the DNS Client Service fix.
I have a feeling I'll be lurking here fairly regularly.

Welcome to Castlecops. Sometimes it takes a problem to find us, but I'm glad you found us eventually. But I'm sure there were a lot of people looking around the Internet for a solution for their unexpected network access problems.

Eggs-axe-lee. I have been fielding a lot of calls from friends & family on this. Some have said they don't want this "security stuff" if it breaks their computer. Usually, I only have to remind them of how much worse their computer was before I put the "security stuff" on their computer.
