My OS takes a long time starting up. I understand that it is the massive running applications at the start up that slows down the process, yet I'm not sure how to configure those applications so as to minimise startup time.
May I have some advice for this matter?

-Intel P4 mobile 1.4GHz
-368MB of RAM
-20 GB for hard disk size

Here's a good place to start:

You should not disable any of your security programs (firewall, antivirus. antispyware, etc.) from auto starting.
