Castlecops has launched a service which allows individuals to report a suspected phishing site, have it investigated, and, if verified, reported to all interested agencies. Before reporting a phish here please see our Submission Instructions and Guidlines.

Two vulnerabilities i can see with this website:
1) Phish is reported. Phish is taken down. Phish is re-activated. Phish cannot be reported as it's in this sites "already processed" list.
2) The actual 404 - not found file could be manipulated to be a phishing website. This site would recognise it as being dead, even if the 404 page IS the phishing site.

Maybe you should take down sites such as www.messblack.com
Then there will be less phishing sites.
