Possible Bug in Windows Advanced Firewall?

I recently completed setup of my Public Profile using the Windows Firewall
with Advanced Security. While I don't think its critical, I'm hoping that
its really just me not doing something right. Here are the steps:

1) Open Windows Firewall with Advanced Security (wf.msc).

2) Start a new Custom rule.

3) Select svchost.exe as the application (it may impact other apps, but this
is the one I see). Under Services (same screen), select Spooler (something
innocuous). Click Next.

4) Allow for any protocols (don't touch this screen). Click Next.

5) Set "Which Local IP addresses does this rule match" to Local Subnet
(under "Predefined Set of Computers"), and set "Which remote IP addresses
does this rule match" to the same. Click Next.

6) Set "Allow the connection" or "Block the connection" (does not matter
for this test). Click Next.

7) Set the Profiles it belongs to (doesn't matter for this test) - I used
Public. Click Next.

Cool Name it whatever you want. Click Finish.

Now, look at your Outbound Rules list. The rule isn't there, its as if you
never created it.

My question is, did the rule save? Is there another way to find the rule?
Did it not save? Is this a bug?

Does anyone get anything different?
