Can anyone point me to a list of servers/websites that allow pinging?

I would like to attempt to calculate a RWIN(TCP Receive Window) http://www.dslreports.com/faq/tweaks/5._RWIN using the information from such pinging.

Also, is it safe to use the Java Tweak Tool? http://www.dslreports.com/tweak

I do not know of the existence of such a list and doubt anyone would have troubled to create it due to the lack of practical appliance.

As for the tweak tool, it is safe - I have done the test myself and here are my results.
