Instead of a toolbar, you might try using Zone Alarm Force Field, which is a browser-based security solution that uses virtualization to put a barrier between you and the internet. It has a bunch of privacy, anti-spyware and security features, including the following for phishing.
• Alerts you when potential phishing or fraudulent sites try to trick you into entering a password or credit card.
• Enables anti-phishing heuristics to catch 0-hour phishing sites before they are even recorded in any anti-phishing databases.
• Queries a robust anti-phishing database, and online information about visited sites.

Please keep in mind that Zone Alarm Forcefield is in a public *BETA* stage of development (just as previously stated).
My opinion - so far, I like it. It only works in FireFox or Internet Explorer. It will scan downloads and give you the "yes" or "no" option to keep it or not after the scan. I have not tested it with a bad download yet. It has the option to use a Private Browser and that has been the only time I have noticed any slow down. I have not extensively tested it with phishing sites, but would estimate that only 1 out of 10 (the one was new) was not picked up.
