Did you actually enter this lottery? If you did not then is is definitely a scam.
Based on the language used and its similarity to numerous other proven hoaxes it is most assuredly a scheme to defraud you. _________________

It seems to me that if there is 2.5 million waiting on the back end of a deal, the need for 1.2 thousand would be the last thing to prevent it from happening. _________________

KuoWang,
I have to agree that it is a scam, for several reasons. The first being look at that email address. One would think that if it were a legit company or lotto that they would have their own branded email and not be using a netscape one, never mind the 02 (makes me think they are trying to track the wording of the scam to see which one works better)
Did you run this through a translator? Or was it sen to you as it is?
Generally if you win money (this is where the scam comes in) you don't need to pay to get that money. You might have to pay tax to your local government, depending on the laws in your country, province/state, but normally you don't pay them to the lotto. The fact they are telling you that you need to pay money to them, to get your winnings is a pretty significant thing.
It is extremely important that you do not pay any money to these people. I have documentation from a single person showing that once they paid the fees to one lotto, they suddenly started "winning" others, where the same request was made. I think in the end this person paid out well over 6000 Euros, and has never seen a penny from any of the so called "winnings" it has now been more then a year since the first payment for "release of funds" was made.

You might know it is a scam, but that doesn't mean it is obvious to everyone. There is nothing wrong with asking a questions about the legitimacy of emails. In fact we encourage it. That is why we have a this forum and the Phishing Squad. Please bare that in mind when you reply to people.

This is especially true when the language in the scam or phish is not one's native tongue. Many of these exploits have grammatical or idiomatic clues contained in the language that could easily be missed by non-native speakers or translating engines. _________________

Gee - I just won with the SAME TICKET NUMBER.
The first time I received one of these, it came from Spain and about 20 minutes earlier I had received a missive from the surviving relative of an African dictator and it came from the EXACT SAME IP NUMBER.
When I looked up the ticket number in groups.google.com, I found that, through mail-to-usenet, the readers of rec.music.gdead had won with the same ticket number I had just received.
So, thanks to El Fraudo Lottery, all the usenet fans of the Grateful Dead now have a lifetime's supply of pot and dayglow-painted school buses!
The evidence appears to be that many of these come from our friends who were born in the Federal Republic of Nigeria.
A U.S. television magazine, 60 Minutes, had a story about how telephone scamsters based in Canada were ripping off old people with the same story.
