How do I empty Norton recycle bin

Anyone know how to empty the norton protected recycle bin ??
Here is what I am doing ...

norton protected recycle bin
Right click
empty norton protected files
"1,100 protected files on drive C"
press "Purge All"

it gets rid of none of it.
There is always 1,100 files that it won't purge.

maybe disable it, remove the files then re-enable it
