Hi bias1 and welcome to CastleCops,
Do you have it enabled? Click start > all programs > accessories > system tools > system restore. On the left side of the window that opens, click on "System Restore Settings". The "Turn off system restore" box should be empty.
Is the service set to automatic and started? Click start > run. Type services.msc into the box and press "Enter". Scroll down the list until you get to "System Restore Service" and make sure that it the Status is "Started" and the Startup Type is "Automatic". If they are not, double click on it and make the necessary changes from the "General" tab.
