Clearly, it's phish, but they've really got chutzpah. They've got a contact page with addresses and phone numbers for onthenetcertifcate.com -- so they aren't exactly pretending to be visa, just pretending to have a relationship with visa to get your credit card number. The US phone number forwards on a static-y connection to an unidentified voice mailbox.
