Cannot install Norton AV Pro. 2004

I tried to install Norton on Win 98' and an error with the Comn.dll prevented it from continuing the install. I have also gotten Kernal errors shutting the program down. I have Spybot, hijack this, and the cw shredder installed and they have fixed many problems but not these. My Regcleaner will not execute. I tried a hard boot, nothing. Anybody?

If necessary to instal Inernet explorer 6 + updates...

Try the install following these instructions to the letter. At the bottom of the page is a removal instruction and then at the top is the install. Do the removal and then the install.
